So, unless the changes to fix issues with the new flickr API are trivial, chances are very low that 'dfo' can be fixed for Jessie. Thus, I think we should remove the package from testing and probably completely remove it from the archives altogether as a "Desktop Flickr Organizer" which no longer connects to flickr is pretty useless.
