Indeed, that's exactly what was discovered and lead one of us (Holger, I think) to ask for a binNMU of irssi-plugin-otr in Jessie, in the opposite direction though (irssi-plugin-otr needed to be recompiled because irssi had been upgraded). So, since apparently strong versioned deps are needed both ways, it seems that irssi-plugin-otr needs a versioned binary dep on the exact version of irssi it was built again.
