debconf logs debug output to stderr so you have to include 2>&1 to get
all the info. Try it like this:
LANG=C DEBCONF_DEBUG=.* dpkg -i
/var/cache/apt/archives/dovecot-core_1%3a2.2.13-9_amd64.deb 2>&1 debconf.log
