I wondered about that, too, and I suspect it was an accident. If you look at the dates in https://packages.qa.debian.org/l/ldb/news/20141202T232257Z.html the changelog entry ("Date" header of the changes file) is dated "Sat, 05 Jul 2014 23:32:23 +0200", but the mail itself is from "Tue, 02 Dec 2014 23:22:57 +0000". It looks as if the package was "uploaded" to some queue which held the package for several months and then passing it on to the next hop. Is it possible to upload packages by (e-)mail? Or maybe built in pbuilder in July, but never uploaded. And when 1.1.17-2 was about to be uploaded, the tab-completion for dput unexpectedly caught the older build in /var/cache/pbuilder/result/ first or such. But then again, the GnuPG signature is recent: "gpg: Signature made Wed 03 Dec 2014 00:07:33 CET using RSA key ID D729A457".
