I have tested both server and client with systemd on sid. Configuration
is correct as manually running openvpn via 'openvpn server.conf' and
'openvpn client.conf' works.

Same configuration is working with upstart on Ubuntu 12.04

It was just taking time to start the tun interface. Since tun interface
was not getting configured immediately after service started (ifconfig
was not showing the interface) I thought it was not getting started.
