Justification: renders package unusable

Hi,

this is directly related to #762942 I'm opening new bug report as
previous is closed/archived.

Accroding to me severity is grave as Scribus is now unusable for
multiple languages (we know about Spanish and Czech but probably much
more). I know that only hyphenation is not working but Scribus is
desktop publishing software and without hyphenation it simply can't do
its job.

I don't think that new whishlist severity bug #771438 is enough to
solve this problem.

Please be also aware that this is regression. In Wheezy, there is no
problem with hyphenation at all. I'm not exactly sure how are
release-critical bugs decided but I think that Scribus is important
part of Debian distribution so important enought to fit in this
category.

Probably really important thing to know is that in LibreOffice,
hyphenation (at least Czech one) is working without any trouble.
