As you have indicated in a follow up, this only happens with
libssl1.0.0 from experimental.

A closer look gives:

Installing stuff from experimental (AKA 'rc-buggy') may very well
yield such results. Reassigning this to libssl1.0.0, but I suspect
Kurt would very well already know about that.
