This is due to two files missing in the architectural defaults (pre-computed timings) for mips. More precisely, GENERIC32/lapack/gcc/atlas_{c,z}GetNB_geqrf.h are missing in debian/archdef/mips/GENERIC32.tar.bz2. As a consequence, the build system tries to compute the corresponding timings at build time. This operation takes a lot of time, causing a timeout.
