This is not a bug in dpkg, the affected packages does not declare a
dependency on the dpkg version providing those new interfaces, so
partial upgrades from wheezy (with dpkg 1.16.x) fail:
$ apt-cache show libonig2-dbg | grep dpkg
Reassigning back.
