Could you please add a bit more information here? Which architectures are you talking about? is your system completely up-to-date? Which init system are you using? I definitely cannot reproduce this on my amd64 machine running an up-to-date sid and systemd. Could you also please try to add plymouth.debug to the kernel cmdline, it should create a plymouth-debug.log in /var/log. Please attach the file here.
