Hi, I think that this bug is also affecting Debian testing now (deluged 1.3.9-1). When the update for 1.3.9 was pushed to testing everything worked fine, but then libssl1.0.0 was updated to 1.0.1j-1 and in that version it can be seen in changelog.Debian.gz that SSLv3 is disabled.
