I think the (untested) patch below would fix this and only set issource if the user actually selected the source package.

As I told Julien on IRC, with this patch I am prompted twice to select the package:

$ dpkg-query -W zlib1g
zlib1g:amd64    1:1.2.8.dfsg-2
zlib1g:i386     1:1.2.8.dfsg-2

$ reportbug zlib1g
