How about editdist.c in py-editdist (edit distance imlementation for Python but the core is implemented in C) as a replacement of non-free edit_dist.c? It looks this file (and py-editdist) is licensed under the ISC License (which is free) and looks okay. One thing to note is, it uses older version of license text (Permission to use, copy, modify, "and"; latest version uses "and/or" for the clarification of the license).
