During a rebuild of all Debian packages in a clean sid chroot (using cowbuilder
and pbuilder) the build failed with the following error.

The full build log is attached. The problem appears to be that
debian/patches/versioned-llvm-tools introduces the versioned commands, but
debian/control does not build-depend on a fixed version. This needs to be made
consistent.
