This conflicts would be unwarranted and go against Debian policy interoperability principle. If you like to keep providing libjpeg-turbo-progs, I suggest you rename all the binaries in libjpeg-turbo-progs with -turbo postfix or similar. Then, we could set up the alternative system to allow the user to choose between the two set of binaries.
