I need to clarify the libjpeg-progs built from the libjpeg8 source package is not a dummy package. Unfortunately it has been hijacked by the libjpeg-turbo package and replaced by a dummy (as I understand) package. But if you rebuild the libjpeg8 source package you still get the non-dummy libjpeg-progs package. If this is awkward to you, it is awkward to me too.
