openjdk-8 must not enter testing before openjdk-7 is removed in unstable. The goal is to only maintain one openjdk version in jessie. openjdk requires substantial security work, and resources are missing to provide the security support for two versions. Currently it doesn't look like everything will be buildable and usable using openjdk-8 instead of openjdk-7.
