Apperantly this region contains the passwords and lock code for device. Ie once this region is written to and the device reset, access over JTAG becomes impossible. The current gcc-msp/msp430mcu should be either fixed to not overwrite the reserved regions or refuse to generate code for those devices with an appropriate error message.
