This bug is fixed by the latest upload 6.3~svn681-4
https://buildd.debian.org/status/package.php?p=libphonenumber&suite=unstable
Some platforms still don't build (kfreebsd, hurd, sparc) but that
doesn't appear to be a problem with the package itself.
