Package: libjpeg-turbo-progs
Version: 1:1.3.1-1
Severity: serious
Justification: file conflict

Dear Maintainer,

trying to install the libjpeg-turbo-progs from experimental fails if
libjpeg-progs is still installed:

Preparing to unpack .../libjpeg-turbo-progs_1%3a1.3.1-1_amd64.deb ...
Unpacking libjpeg-turbo-progs (1:1.3.1-1) ...
dpkg: error processing archive
/var/cache/apt/archives/libjpeg-turbo-progs_1%3a1.3.1-1_amd64.deb (--unpack):
trying to overwrite '/usr/bin/wrjpgcom', which is also in package
libjpeg-progs 8d1-1
dpkg-deb: error: subprocess paste was killed by signal (Broken pipe)

There is a libjpeg-progs transitional package built from the same source
package as libjpeg-turbo-progs, but it seems to miss a Breaks
header. Additionally the Replaces header has a not strict enough version
attached. Instead of

  Replaces: libjpeg-progs (<< 8c-2ubuntu5)

it should be at least

  Replaces: libjpeg-progs (<= 8d1-1)
