As for now all the reverse dependencies of blt have been updated to
use Tcl/Tk 8.6 and BLT 2.5, so I'm closing the bug.
That only partially solves the problem, in particular partial upgrades are still likely to break. Furthermore the problem will recur next time libBLT changes it's soname.

Debian policy 8.1 states
The run-time shared library must be placed in a package whose name changes whenever the SONAME of the shared library changes.

That policy is there for a reason. You need to fix your package to follow it (that is split the library package out and use a properly versioned name) and then add breaks on the old versions of all your reverse dependencies.
