I tested Debian 8 with systemd as init system.

If i want to shutdown the computer, the computer is still on after
shutdown.
The computer has to be powered off after shutdown.

After calling /sbin/poweroff as normal user, the computer was shutdown
and powered off.
Please do the same, if i want to shutdown the computer with GUI.
Menu --> Log-off --> Log-off/Restart/Shutdown

Sorry for mistake.
Of course, you're right, the power-manager was the wrong package.

Good news:
After dist-upgrade, this misbehaviour is no more shown.
If i shut-down the computer, the computer power-off also.

Because shut-down works properly now, i'll close this bug report.
