Bug#755191: bind9: Copyright information in debian/copyright woefully out of date/incomplete

I found the following issues:
 - lists GPL (with no version) when it doesn't apply (only autotools 
   boilerplate stuff that lets you use your software's license)
 - doesn't list BSD 2 clause
 - doesn't list BSD 3 clause
 - doesn't list RSA Security license 
 - doesn't list the OpenSSL license

All the license information is in COPYRIGHT in the root of the source 
tarball.

It also wouldn't hurt to use DEP-5.
