/etc/apt/apt.conf.d/50whatmaps_apt's Pre-Install-Pkgs command does not
check whether whatmaps is actually installed. In the case of whatmaps
being removed but not purged its failing will prevent apt from
installing any package.
(I actually noticed the bug in the bpo version. As far as I can see from
inspecting the source, the bug still exists in 0.0.6-2)

Fixed in 0.0.7 already.
