During a rebuild of all Debian packages in a clean sid chroot (using cowbuilder
and pbuilder) the build failed with the following error.

Looking at previous build logs, pkg-config appears to have been among the
transitive build dependencies - but this isn't the case any longer, as the
attached build log confirms.

Installing pkg-config appears to make the configure step work.
