This is an honest question. Actually I don't think it would be a problem to remove it for !linux. Please figure out which packages depend on it and commit appropriate changes, the packages are in collab-maint. I'll happily upload them. Also please ask for removal of these packages from the !linux architectures. Or fix libgudev-dev...and udev... and systemd.
