I dislike the fact that we need to copy code here. This will be a
maintenance nightmare if more packages start to do that (and frankly,
one package is one too many already).

Can we not port dnsmasq to debhelper? That’d be beneficial anyway :).

I realize that porting it to debhelper requires more time, so I’d be
okay with uploading a new version now with the copied code, but
immediately following up with a ported-to-debhelper version.
