Please remove the quite kernel command line to get a more verbose log. I'd also suggest to enable the debug-shell.service. You can then switch to vt9 on shutdown and examine where the system hangs with systemctl list-jobs. The upstream wiki [0] has a section about "Diagnosing Shutdown Problems" http://freedesktop.org/wiki/Software/systemd/Debugging/ Please follow those instructions and let us know at which service/unit the system blocks.
