Apparently, the reason for this bug is that courier-imap now needs a dhparams.pem. At least, I could reproduce this bug (using offlineimap), and found the following message in network dump:
MEAE2 NO STARTTLS failed: couriertls: /etc/courier/dhparams.pem: error:02001002:system library:fopen:No such file or directory\x0a After creating a /etc/courier/dhparams.pem by openssl dhparam -out dhparams.pem 2048 offlineimap was able to successfully download messages.
