This comes down to the fact that python-versions -s tells you what is supported, not necessarily what is installed. To ensure that the versions you want are actually installed in the build chroot, you must build-depend on the -all versions of the python interpreter packages:

With this fixed, the package builds cleanly in a pbuilder chroot and
should therefore be fine on the buildds as well.
Please ensure all uploads are tested in a pbuilder or similar clean
chroot.
