Wrong question. The bug did not _ask_ for a new upstream version. This is the only occurance you may close a bug this way. Everything else looks like you closed them by error. There were maintainers that closed bugs en-bulk this way because they did not want to read them. The bug-fix was shipped as part of the new release, so add a new line stating _what_ was fixed.
