Hi, This is a known issue.
The dependency issue would be fixed by a simple rebuild, though that wouldn't fix some of the problems SQLAlchemy-migrate has with SQLA 0.9. SQLA 0.9 has been uploaded last Sunday, please give a bit more time so that things are fixed. Eventually, if you have time, it'd be nice to contribute fixes for the last 3 unit tests that are failing (if you can help, then please use the Git version from Alioth).
