ata-modules or sata-modules udebs. This renders the package wholly unusable on
systems with AHCI controllers - and legacy mode is not supported by newer

Correct. These are downloaded from the network on demand. If this is not
working for you then please file a normal severity bug with the
appropriate logs (See
https://wiki.debian.org/DebianInstaller/FAQ#Q:_How_do_I_copy_d-i_logfiles_to_a_remote_host.3F
)

Have you tried it?
As I say, if it doesn't work then please refile with logs, in the
meantime I'm closing this bug.
