Justification: FTBFS on amd64

Hi,

During a rebuild of all packages in sid, your package failed to build on
amd64.

Maybe it needs a depends on libglobus-common-dev.

Relevant part (hopefully):
> checking whether to enable building header files... no
> checking for globus version... 5.2.5
> checking for pkg-config... no
> Creating GSI flavour of LCAS
> checking for GLOBUS_COMMON... no
> configure: error: in `/«PKGBUILDDIR»'
> configure: error: "no globus-common found"
> See `config.log' for more details
> checking for GLOBUS_COMMON at system default and /usr/lib... no

The full build log is available from:
   http://aws-logs.debian.net/ftbfs-logs/2013/11/28/lcas_1.3.19-1_unstable.log

A list of current common problems and possible solutions is available at
http://wiki.debian.org/qa.debian.org/FTBFS . You're welcome to contribute!

About the archive rebuild: The rebuild was done on EC2 VM instances from
Amazon Web Services, using a clean, minimal and up-to-date chroot. Every
failed build was retried once to eliminate random failures.

   * Adding build-depend on pkg-config (Closes: #730884)
   * Use dh-autoreconf instead of autotools-dev to also fix FTBFS on
ppc64el by getting new libtool macros (still updates
     config.{sub,guess}). (Thanks Logan Rosen)
