They have rescheduled binNMU's of your reverse dependencies but missed that you also need to do the ABI change first. I guess it didn't show up because you olny have a static library and don't have a dependency on libstdc++6. Yeah, as we discussed on IRC, the debtags build failure we're seeing is caused by libapt-front needing to be rebuilt against current apt -- it has nothing to do with libtagcoll-dev. If libtagcoll-dev does need rebuilt, we'll find out soon enough -- but that'll be a separate build failure if and when it happens.
