var/package seems not the prefered form of modification (base64 encoded
file)

include some file base 64 encoded.
Support.opm itself is a free open-source module, there is just a
pre-packaged version in the source (like a PDF) and it is removed in the
packaging itself:
# Remove default shipped support module.
rm -f $(OTRS_DST)/var/lib/otrs/packages/Support-*.opm
I will not prepare dfsg releases just to remove some pre-build
opensource files which are not used in the packaging itself.
