These headers file are only interface but because it contains:
* comment that are copyrightable under at least french law (even if trivial)
* something like #if defined(_WIN64) || ((defined(WIN32) || defined(_WIN32) || 
defined(__WIN32__)  that express some creation 

These file are thus copyrightable to my point of view under european law.

The first point is really a problem and that why google for bionic stripped the 
comments.
