I think the init script is not LSB compliant as it does not return success when
you try and start mon but mon is already running.
This can cause for example heartbeat to fail if you start mon via heartbeat and
mon is already running, accept would be an odd situation but none the less
possible.

Hereby I'm closing this bug report because it's related with a no longer
supported version of 'mon'.

As I'm writing this, supported 'mon' versions are:
* oldstable (squeeze) : mon/1.2.0-1
* stable (wheezy) : mon/1.2.0-6
* testing (jessie) : mon/1.2.0-7
* unstable (sid) : mon/1.2.0-7
