is not installed. The file appears in dpkg -L samba, but wipes out
any existing copy on upgrade. Have tried repeated
apt-get remove/update/install, to no avail.

Yes, it is.

The only way to get the behavior you describe is if you've locally removed
the file and are reinstalling the package without first purging it.

Use dpkg -i --force-confmiss /path/to/samba.deb to force dpkg to re-add
conffiles that have been deleted from the system.
