bootchart is an ancient package and should not be released in this shape with jessie. There is also bootchart2 which is probably a successor. bootchart was included in lenny, but not in squeeze. It reappeared again in wheezy, probably because noone noticed ... it is unclear whether it is still usable. The primary purpose of the package in wheezy is cleanup for the initscript from lenny to ensure smooth upgrades of grown systems. Unfortunately this needed several PU updates for wheezy ...
