Sorry to lag on answering this question, I sometimes have hard time to follow my mail flow and have other task on my plate. I've just answered this question on the tahoe-lafs bug tracker. [1] Mainly, in Debian, a Unix daemon has to respect the FHS, otherwise it is considered as RC-buggy and isn't migrated into Debian testing and so isn't included in the next Debian release. The Jessie freeze is supposed to happen on the 2014-11-15, so we should be able to have this bug closed in time. But let continue this discussion on tahoe-lafs' track, which seems much more appropriate at the moment.
