Hello again.
Builds of flexpart in minimal environments have been failing:

-Wl,--as-needed -lgrib_api_f90 -lgrib_api -lm -ljasper
/usr/bin/ld: cannot find -ljasper
collect2: error: ld returned 1 exit status
make[2]: *** [flexpart.gfs] Error 1
Please declare a build dependency on libjasper-dev, and confirm with
pbuilder or the like that you haven't missed any others.

This bug was fixed in the last upload of flexpart, but the wrong bug number
was listed in the changelog.
