Could you retry it ? As far as I see this bug is fixed in 
texlive-pstricks 2013.20130722-1, see bug #713791:
the package Build-Depends on texlive-pstricks which depends on pgf which 
contains pgfutil-common.tex. 
At least I cannot reproduce it.
