I'm not the maintainer of package but I was looking at these tools for some other reason and found this bug. I checked the code and the non-free code snippet mentioned in the bug is really not the copyright statement but part of code used to create dummy t1 skeleton font. I'm not sure of real purpose of the code but its used by t1 font utilities shipped by this package.
