As the maintainer of a package that is now FTBFS'ing due to the pandoc package split, I don't care much: I can easily upload fixed packages with the additional build-dep. As a pandoc user, I wonder what pandoc is useful for without its default set of templates (shipped in the -data package), that are needed AFAIK for a huge majority of usecases, so I would strongly prefer to see a depends here instead of a recommends. But I'm not the maintainer of pandoc.
