As I wrote earlier, CONFIG_DEVTMPFS=y is mandatory now and it needs something which mounts the devtmps. Usually it is done by the initramfs (in Debian both dracut and initramfs-tools work fine) and if you don't use and initramfs for whatever reason, you'll need CONFIG_DEVTMPFS_MOUNT=y, so the kernel mounts the devtmpfs for you.
