This particular test failure has been seen previously and fixed upstream.
The mipsel and sparc build failures are unrelated; the sparc one at least
looks familiar and may also be fixed upstream.  However, building upstart
1.10 in unstable is failing with yet *another* test failure (apparently,
having a test suite for an init system that is both rigorous and reliable is
slightly difficult).  I'll iterate this and see what's up; it may take a day
or two.

The i386 build failure is fixed in rev 1409 of lp:upstart, fwiw.
