This is not the cause of the issue, since apt-listbugs still uses Ruby
1.8 (but will soon support Ruby 1.9 too).

The issue is caused by ruby-gettext/3.0.0-1 and has already been fixed.
Please see the other bug report for details [2].

This should disable any invocation of apt-listbugs during package
installations/upgrades.

If you encounter this during a package installation or upgrade, without
moving 10apt-listbugs back to apt.conf.d, then there are ghosts
somewhere!   ;-)

I guess you see this error after re-enabling 10apt-listbugs ...
If this is the case, the problem is in ruby-gettext, as I said above.
