I don't think its feasible to remove the circular dependency in Jenkins due to the complexity of dependencies and the age of the project upstream. I did give some thought how to work around this. Its probably possible to build jenkins without the modules that are causing the circular dependency; they would have to be patched out of war/pom.xml. Once you have this version, you can build the modules and then a second rebuild with the BD's back in place will fix things up. I appreciate this is less than ideal.
