It's nothing to do with britney being "confused" - the bug lists come
from the BTS, britney simply uses them.

The BTS indicates that #717154 only applies to unstable, and is thus
"new". That's perfectly logical, since the open-vm-tools-dkms binary
package only exists in unstable - there's therefore no way it can be
buggy in testing, and any RC bug it contains is thus a regression.

If this bug only applies to the -dkms binary package then it _is_ a
regression and relative to testing and thus _should_ be stopping the
migration, not hacked around.

Clarification would be appreciated, so that the bug metadata can be set
appropriately.
